For once, it was the terrorists caught by surprise - this time with the unexpected turnover of sovereignty to Iraq's interim government two days ahead of Wednesday's scheduled transfer.

Insurgents had been launching increasingly bold - and deadly - attacks against the Iraqi people and coalition forces, in an effort to further destabilize the country. Attacks on an even larger scale were feared the day of the formal transfer of sovereignty.
