Summary


A report prepared for Congress that claims 10 percent of students are victims of sexual misconduct by school employees between kindergarten and graduation from high school is difficult to believe.

There is a problem with the broad definition given to "sexual misconduct" in the study. It includes not only criminal sexual activity but also inappropriate comments, offensive touches or even leering at a student.
