SPRINGFIELD - The Illinois House approved legislation Tuesday that would boost penalties paid by the state if it is late paying its bills.

The measure comes as the state faces a budget hole of at least $750 million, which has left the state comptroller without enough money to pay hospitals, pharmacists and other vendors in a timely manner.
