BLOOMINGTON - A new litter and safety plan for downtown is a good start but should also include a ban on new bars and more extensive changes to the city's liquor licensing process, a group of bar owners said Friday.
The Downtown Bar Owners Association's response came a day after the Downtown Entertainment Task Force released its 30-page report outlining changes to tackle cleanliness and safety problems in the district.
