NORMAL - A St. Louis firm will determine if the area around Main and Osage streets and another at One Normal Plaza can qualify as tax increment financing districts.

The City Council voted Monday night to hired PGAV. The company will be paid up to $47,000 to look at the Main and Osage area and up to $25,000 for One Normal Plaza and Pine Street/Fort Jesse Road corridor.
