SPRINGFIELD -- Federal prosecutors apparently have launched an investigation into the state's controversial handling of health- insurance contracts.
The inquiry, which began in June, marks the second time in a month that Gov. Rod Blagojevich administration's practices have come under the scrutiny of the U.S. attorney's office.
