BLOOMINGTON - The final vote to seat Alderman Judy Stearns was met with a room full of applause Monday night.
Within minutes of the City Council's 8-1 vote, Stearns, Mayor Steven Stockton and City Clerk Tracey Covert reconvened outside of City Hall next to the flag pole to issue the oath of office to Stearns.
