SPRINGFIELD -- Gov. Rod Blagojevich's proposed budget landed with a thud Wednesday as critics voiced their disapproval of key elements of the $53 billion spending plan.

Even before he formally outlined his budget goals, lawmakers and powerful interest groups were sounding the death knell for his plan to raise taxes on cigarettes by 75 cents per pack. They also said his budget blueprint doesn't do enough for public schools.
