BLOOMINGTON -- In continuing fallout from Sept. 11, 2001, the Central Illinois Airport is having trouble making payments for the terminal it occupied the month after the attacks.

The $15 million terminal is to be paid off by enplaning passengers through a "passenger facility charge." The airport put $750,000 in reserve in case ridership fell short of projections.
